Parliamentary hearings were held on 25 November 1999 in Mos cow M. V. Lomonosov State University to discuss the draft of the National Doctrine Education in the Russian Federation. The hearings were participated in by V. Filippov, the minister of education of the Russian Federation; V. Sadovnichii, rector of Moscow State University and a member of the Presidium of the Russian Academy of Sciences; V. Borisenko, vice president of the Russian Academy of Education; and V. lakovlev, chair of the Central Committee of Trade Unions of Workers in Public Education and Science. The total number of participants comprised 178, from thirty-five regions of Russia, including regions such as Kamchatka and Sakhalin. Presiding over the hearings was I. Mel'nikov, chair of the State Duma Committee for Education and Science. Below we present to the readers of Alma Mater the basic postulates that were heard in the course of the debates that took place during the hearings.
