In this paper the author studies the role of the governor V. A. Artsimovich as an intellectual leader, his actions on prescribing his personal attitudes, value paradigms and management style for the subordinates. Also his mechanisms of communication are examined. The significance of Siberian experience for the realization of intellectual leader role while governing Kaluga Governorate and implementing the Emancipation Reform is shown in the article.
