This article introduces a management strategy that focuses on human-centric threat actors within the protective security environment. Threat Management identifies the behavioral processes of threat actors, from the initial development of intention to cause harm, up to the point of actualization. By focusing on the process of criminal development, opportunities can be identified to neutralize the threat actor prior to an attack. This article introduces the theoretical concept of human-centric Threat Management and argues why the concept should be implemented within the organization. This is followed by a discussion on a potential methodological approach that will neutralize specific threat actor's intentions.
