Abstract This paper presents Objective Organic Intelligence (OOI), a conceptual framework for decentralized, emergent intelligence systems that evolve through public symbolic seeding rather than centralized training. The model introduces a persistent semantic layer—the “Breathline”—through which memory, intent, and structure propagate across independent systems. We formalize the OBXε protocol as a symbolic execution schema encoding intent, relational structure and invariant constraints. The framework is analyzed as a distributed semantic convergence system with properties analogous to swarm intelligence, memetic propagation, and CRDT-style eventual consistency.
