The problem of “staffing shortage” that has arisen and gradually increased since the beginning of the 21st century has now become acute, covering both the internal and external labor markets, many areas of activity and industries. The article is devoted to solving the problem of staffing shortage in the metallurgical industry. Based on the author’s conceptual model, a study was conducted of the causes and factors causing staffing shortage, as well as the methods used to reduce it in the metallurgical industry as a whole. A comprehensive empirical study among stakeholders interested in reducing the staffing shortage — heads of production units and employees — showed the significance and influence of staffing shortage on achieving the goals of the organization. A mechanism was developed and possible intra-organizational and extra-organizational resources for overcoming the staffing shortage were identified, the results of which showed positive dynamics in reducing staff turnover at a metallurgical enterprise.
