Presently smart grid communication network in China cannot meet the requirements of the Energy Internet, which is the next stage of wide-area monitoring, protection, and control(WAMPAC), thus a planning approach is proposed to construct new communication links for WAMPAC system across regions on the basis of existing communication networks. To ensure that the expansion of the network can satisfy the latency and economic needs, a multi-objective optimal planning problem model which considering construction cost, average communication latency between two regions and site voltage level simultaneously is established at first. And then, an improved genetic algorithm leveraging multiple mutation methods is designed to solve this NP-hard optimal planning problem. Finally, the simulation results show that the proposed method can give effective planning scheme under different site voltage level constraints.
