of MBO in government agencies, and provides alternatives for improving organizational performance through MBO in public management. Sherwood and Page describe the historical background as well as the conceptual problems of MBO. They also demonstrate how MBO can make contributions to more effective management in public institutions. Drucker presents a users' guide to MBO which will help the public administrator to use MBO correctly. He argues that the result of MBO and improved organizational performance depend upon proper use of MBO concepts. Newland shows relationships of MBO to earlier management efforts such as performance budget, productivity improvement, PPB, the social indicators movement, and program evaluation, and suggests case studies at the federal level. Odiorne analyzes his case study based upon his experience with western states and provides very useful guidelines for practicing MBO at the state level.
