This study aims to develop a practical rating rubric of speaking ability in the classroom setting. This research study involvesthe English speaking lecturers at a number of higher education institutions in Parepare, Indonesia. The product is designed based on Research and Development (R grammar, vocabulary, pronunciation, discourse, and strategic competence, b) band score; scale 0, 1, 2, 3, 4, c) descriptors.
