The covariance function for the distribution of galaxies is close to a power law, exhibiting no characteristic scales or features, over a broad range of the argument. This has a simple interpretation in the gravitational-instability picture for the evolution of irregularities in an expanding universe. A prediction for a new test of the picture is described.
