This paper develops a structural operating framework for the AI+AGI era as a non-executive meta-framework for coordinating generated outputs, records, roles, authority-condition boundaries, time-history references, and action-like candidate language across human, institutional, technical, and physical-digital environments. The framework does not operate as a conventional computing operating system. It does not execute outputs, approve actions, confirm evidence, grant authority, settle transactions, generate states, or replace human discretion. Instead, it defines how independently defined structural layers can remain coherent without absorbing one another. This paper serves as the first paper of the second phase of the series, connecting the foundational structural layers of Papers 1–10 with provider-independent public, institutional, and infrastructure-oriented reference systems.
