Algebraic tests are derived for the suboptimality of some parameter in the H_∞-optimization problem by state-feedback, where the finite zero structure of the plant is not restricted. As an application of these characterizations, a quadratically convergent algorithm for the computation of the optimal value is presented. The suboptimality tests are based on new solvability criteria for general algebraic Riccati inequalities that are of independent interest.
