The article examines the forms and levels of dialogue between the European Union and civil society organizations in Latin America. The content of this dialogue and the goals set by its participants are analyzed. The role of the European Economic and Social Committee in the establishment and development of this dialogue, as well as the difficulties arising in its implementation are shown. Examples of specific joint forums and conferences are given, which formulated specific requirements of civil society organizations to their governments. The conclusions emphasize that the European Union, overcoming obstacles of a historical, social and cultural nature, will continue this work, proceeding from its importance for the formation of a qualitatively new level of relations between the two continents.
