Reviews digital literacy policies influenced by AGI and proposes a five-dimensional framework for improvement.
Artificial General Intelligence (AGI) technologies, represented by ChatGPT, are profoundly reshaping society and posing novel challenges to digital literacy policies. This paper systematically reviews the evolutionary trajectory of digital literacy policies and identifies the limitations of China's existing policy framework from the perspective of AGI: policy positioning lags behind technological development, educational practices struggle to match rapid technological iteration, and the ethical dimension entails risks such as algorithmic justice. To address these challenges, this paper prospectively constructs a five-dimensional digital literacy policy framework oriented towards the AGI era, encompassing basic digital skills, algorithmic thinking literacy, critical information literacy, intelligent collaboration literacy, and digital governance literacy. This framework aims to achieve a transformation from a skill-oriented approach to value leadership. By consolidating the operational foundation, deepening technological understanding, strengthening the critical core, focusing on collaborative growth, and enhancing governance leadership, the ultimate goal is to cultivate citizens capable of co-creating with AGI and participating in intelligent social governance, providing a path reference for China to improve national quality and lead technology towards benevolence in the intelligent era.
