Urbanization is an inevitable path to modernization, while citizenization serves as a crucial driver for advancing urbanization. The citizenization of rural residents not only expands urban consumer demographics but also revitalizes agricultural and rural economies, fostering the development of new rural productivity. Currently, a significant portion of China's agricultural population has yet to achieve substantive citizenization, lacking full access to urban basic public services equivalent to those in urban areas. A thorough analysis of the characteristics of rural citizenization in the new urbanization process reveals underlying barriers in household registration, employment, education, which have weakened farmers' capacity and willingness to participate. To address this, reforms should focus on enhancing household registration systems, diversifying employment opportunities, expanding educational resources, improving housing services. By boosting both capacity and willingness, we can accelerate the citizenization of rural populations.
