A particular multiple-scale modeling is developed on the basis of partial integration of spectral evolution equations on wavelength intervals. Several problems of turbulence modeling are considered within this framework such as influence of departure from equilibrium and the return to isotropy process. A simplified version is applied to the prediction of free turbulent shear flows.
