The article discusses the possibility of using the IDEF0 business process model by Douglas T. Ross in educational organizations by modeling the personnel management information system in the context of the digital economy. The question of delay is investigated in comparison with technical and scientific progress. The solution to the problem is in the potential of using reserves of personnel management. We presented the results of studying the business system of the educational organization. In order to establish a successful personnel management system, the constituent components of the business process are characterized, and binders are installed between them. The methodology and theory of functional modeling, as well as the cross-functional model are presented as tools for analysis, generalization of research. To ensure the future existence, the organization is recommend to form and implement a model of business processes in personnel management. It differs from traditional management models because it proposed to develop a digital HR strategy that includes mobile and analytical tools. We recommend to conduct business model sub-processes with digital tools. We consider that one of the most productive method is the automation of personnel management procedures, which is facilitated by the use of integrated applications of automatic mode, aimed at performing the usual daily operations for accounting and planning of personnel, stimulating and motivating them, assessing the quality of work and satisfaction with the latter, managing training and personnel development, evaluation and control of the results of employees' activities. The results are carried out and the prospects of the study are determined, taking into account the dynamically changing requirements for personnel management in the context of the digital economy.
