The inner city is a multi‐faceted problem. The preceding paper demonstrated the difficulties that have arisen from extensive rebuilding, and the present paper explores the impasse caused by the failure to rebuild. Planned environmental change has often backed itself into a corner from which it can find no escape and each spurious remedy that is attempted seems only to grind the problem deeper into the morass. This paper asks some fundamental and perhaps unpopular questions.
