This chapter presents a new class of chronic poverty measures that can account for duration in poverty as well as the traditional dimensions of incidence, depth, and severity. The chapter proceeds as follows. Section 3.2 provides a brief overview of poverty measurement in a static environment to help ground the discussion of chronic poverty measurement. Section 3.3 introduces time into the analysis. The identification and aggregation steps are specified and the new family of chronic poverty measures is defined. Section 3.4 provides a brief application of the technology to data from Argentina, while Section 3.5 concludes the chapter.
