In recent years the issue of citizenship has re-emerged as a central concern in public discourse. In this paper, the problematic nature of the concept of citizenship is discussed and issues of particular interest to feminists are identified. There is consideration of the impact of 20 years of New Right thinking on all levels of the education service and more specifically, women's education. This is followed by discussion of the implication of Reproduction and liberatory theories. Finally, there is an exploration of the potential of lifelong learning, in particular in relation to mature women, to contribute to processes of extending citizenship. While lifelong learning has the potential to support greater inclusion, many adults also experience barriers to learning, which include institutional constraints. There is discussion of both barriers and opportunities.
