This paper offers a novel method to present the progressive growth pathway of the Technical and Vocational Education and Training (TVET) candidates in Malaysia through a skills-biometrics framework, alternative from the conventional percentile assessments common practice. The candidates' development are directly mapped to the Malaysian Qualifications Framework (MQF) Learning Outcome Domains, therefore displaying the analytics of individual data sets through a skills bio-chart which more accurately relates to the MQF levels. The extended design of the skills bio-chart differs in correlation to the skills industry involved, therefore this paper specifically targets only the selected industries in Malaysia in line with the job sectors denoted by the National Occupancy Skills Standards (NOSS). The measurement of the skills ratings within the skills bio-chart is based on a novel theorem, specific in measuring progressive pathway in skills education. This theoretical model adapts graph theory concepts in the mapping of the skills matrix. Additionally, this paper reviews the factor analysis based on specific design of experimentation attained from several sampling group from the governance arm, industry professionals and TVET candidates, mainly to validate the model of the skills-biometrics application as an impactful competency measurement tool. The underlying theory synthesizes with a novel theorem to support the progressive measurement method.
