Bunkering is strategically important in port and shipping businesses. The over-view of the development progress of liquefied natural gas (LNG) bunkering projects in the Persian Gulf and Arabian Sea ports shows that the main inves-tors and operators for LNG bunkering facilities are private industrial players, but the port authorities have a crucial role in facilitating and promoting the use of LNG as a marine fuel. This article formulates a framework and meth-od for assessing the competitiveness between two ports, Dubai, United Arab Emirates (UAE), and Sohar, Oman, as bunkering hubs in the Persian Gulf and the Arabian Sea. In order to assess port competitiveness, a combination of two strategic modeling tools, the resource-based view (RBV) and Michael Porter's Diamond model, were conducted with the hypothesis of the study.
