The paper analyzed the characteristics of system dynamics (SD) method by summarizing the study of SD application in the field of sustainable development and EIA, then concluded that system dynamics could be an effective method of planning sustainability assessment and designed an operational framework for SA on plan level. It provided ideas in implementing plan sustainability assessment, and did some helps in promoting impact assessment system in China.
