Value stocks exhibit returns that are higher than those for growth stocks during the 1963–95 period. The sign of the return premium is shown to be consistent across the decades, although its magnitude is much higher when U.S. Federal Reserve monetary policy is expansive than when it is restrictive. Similarly, the authors report that the small-firm premium is positive mainly during periods of expansive monetary policy.
