This paper proposes and tests a theory that the level of membership stability in a legislature is a function of members' prospects for advancement beyond the body and financial incentives for staying in it. Regression analysis reveals that pay and advancement prospects are the most important variables in explaining membership stability. These two variables are then used to categorize legislatures according to the career opportunities they offer. The differences in membership stability and recruitment patterns among these types of legislature are then analyzed.
