This article reviews the progress made to date in renewing, extending and adapting the built environment to allow full access for the disabled, charting the contributory and complementary roles played by legislation, access policies and strategies and design guidance. It assesses the prospect for continued progress and discusses the shift in perception of the issues from special provision to inclusive design.
