Geographical displacements threaten social stability. The resistance of policy makers and of the public to such measures as the busing of school children and childcare centers can be understood from the point of view of the threat of invasion into guarded territory. Displacements are considered antisocial when not patterned or controlled to maintain existing status relations. It follows that social policy that fosters geographical displacements would contribute to social change.
