VANET is special kind of wireless network, which supports high node mobility and fast topology changes. It became key research area to improve road safety, traffic efficiency and to make convenience and comfort to both drivers and passengers. Currently VANET uses communication methods based on IEEE 802.11p; it gives standard protocol for communication in wireless network for vehicles. IEEE 802.11p suffers from problems like broadcast storm and disconnected network. A cellular technology has been emerged in this area by providing low latency and wide range communication in vehicle ad-hoc network. The cost of cellular technology is relatively very high as compared to IEEE 802.11p. This paper introduces a promising solution to broadcast storm, disconnected network and high communication cost. This paper introduces a new architecture based on IEEE 802.11p for multi hop clustering algorithm. It achieves high data packet ration and low delay while keeping the usage of the cellular architecture at minimum level.
