Evaluates governance framework, highlighting coherence in generative systems.
ACCORD (Adaptive Constraint-Governed Reconciliation and Orchestration Design) is a governance framework for probabilistic generative systems, developed through practical implementation across image generation, video synthesis, and historical photo reconstruction. The framework proposes that coherence and reliability emerge from governance structures surrounding probabilistic inference rather than from model scale alone. Eight reference implementations demonstrate the framework across identity persistence, resource fidelity, temporal coherence, evidential integrity, governed emergence, observability, and stateful sequential governance. The CAGE addendum extends ACCORD into high-consequence environments requiring auditability, adversarial resilience, and portable governance architecture.
