This work presents the local observational formulation of the Hierarchical Gravitational Dynamics (HGD) framework. The model investigates gravity as a scale-dependent phenomenon emerging from hierarchical structural deviations from equilibrium across astrophysical systems. The current version focuses on galaxy-scale and local gravitational structures, emphasizing observational consistency, statistical validation, and reproducibility using empirical datasets. The framework aims to provide a testable approach to gravitational dynamics through measurable hierarchical variables and density-based deviation fields. This release is intended as a preliminary, falsifiable observational model that can be evaluated against large-scale astrophysical data.
