Independent pre-execution governance architecture evaluates AI actions for authority and accountability.
This is an independent pre-execution governance architecture. VeriSigil is not a component of any external governance framework and does not depend on upstream admissibility systems for its governance determinations. VeriSigil AI Governance Doctrine v1.0 defines an independent framework for governing autonomous AI actions before execution occurs. The doctrine introduces a consequence-centered approach to AI governance that evaluates whether AI-generated actions possess sufficient authority, mandate alignment, accountability, admissibility, and consequence awareness before execution is permitted. VeriSigil operates as a pre-execution governance layer positioned between AI decision formation and consequential execution. The framework establishes governance verification mechanisms that support: • Authority Verification• Mandate Validation• Consequence Assessment• Execution Admissibility• Governance Evidence Generation• Decision Custody• Accountability Preservation The doctrine further defines governance outcomes including: • ALLOW• DENY• ESCALATE and provides mechanisms for cryptographically verifiable governance evidence generation. This publication serves as the foundational technical and conceptual specification of the VeriSigil Governance Architecture and establishes prior art regarding pre-execution AI governance, consequence governance, execution admissibility, and governance evidence generation.
