This document is a report on the proposed project to repair Brown Road. The road suffered severe damage from heavy rain over the past several years and part of the road lies within the Casmalia Hills approximately 2 miles south of Point Sal, at the northern extreme of base property. Applied EarthWorks, Inc. conducted a cultural resources survey of the proposed Project area pursuant to Section 106 of the National Historic Preservation Act (NHPA) and its implementing regulations. The objective of the survey was to assist Vandenberg Air Force Base (VAFB) in achieving compliance with the National Environmental Policy Act (NEPA)(42 USC4321-4347), NHPA (16 USC 470-470W-c), and other relevant federal laws and regulations governing cultural resources. General pre-field background research and intensive field surveys were concluded, but no subsurface investigations were conducted during the study. No Archaeological sites were discovered in within the survey area. Archaeological sites CA-SBA-2390 and CA-SBA-2389 were included in the project scope area. Surface visibility was poor at the time of the survey, construction monitoring is recommended in the six areas that were surveyed using 15-meter transects. These areas had the least slope and therefore the greatest potential to contain undetected cultural deposits. The rest of the survey area is too steep to hold preserved cultural deposits; no additional studies are recommended for these areas. In addition, precautions should be taken to ensure that future construction remains within the boundaries of the current study area near CA-SBA-2389 and CA-SBA-2390 to ensure that these sites are not inadvertently damaged during the road repair project.
