Presents a structured framework to enhance cybersecurity for U.S. state, local, and education entities, improving implementation alignment with federal directives.
This paper presents the Cybersecurity Maturity and Journey Model (CMJM), a structured methodology developed to help U.S. state, local, and education government entities (SLED) translate federal cybersecurity directives into practical, measurable, and sustainable execution. The model addresses the structural gap between federal framework guidance and local government execution capacity, incorporating public procurement constraints, legacy infrastructure management, and multi-jurisdictional governance into four sequential phases: standardized diagnostic, risk prioritization, maturity journey, and continuous governance. The CMJM is fully aligned with NIST CSF 2.0, CISA Cybersecurity Performance Goals, and the National Cybersecurity Strategy Implementation Plan (2024).
