This record contains the preprint of the paper "Toward an Intelligibility–Efficacy Framework: Psychological timelessness and existential anxiety". Human beings appear uniquely capable of experiencing time psychologically rather than merely biologically. But the same cognitive capacities that permit long-term planning, autobiographical continuity, symbolic culture, and anticipation also expose the individual to chronic regret, anticipatory dread, and existential awareness. Modern psychology has extensively examined temporal cognition, perceived control, and uncertainty processing, yet these domains are often treated separately. The present paper proposes a preliminary synthetic framework intended to reorganize these phenomena within a common structure. The Intelligibility–Efficacy Framework (IEF) suggests that psychological distress may depend less on temporal location itself (past, present, future) than on how cognition distributes attention across domains differing in intelligibility and efficacy. Intelligibility refers to the degree to which a domain becomes cognitively graspable and psychologically orientable. Efficacy refers to the degree to which intentional action can meaningfully influence outcomes within that domain. From this perspective, the psychological “present” is reconceptualized not as an objective metaphysical domain but as a localized region of maximal intelligibility and efficacy. The paper further argues that certain interpretations of relativistic physics, particularly block universe models associated with Minkowski space-time, may offer a compatible conceptual vocabulary for understanding psychological timelessness without requiring metaphysical certainty. Clinical implications are explored through a proposed attentional reorganization model in which existential anxiety is reduced by restructuring cognitive orientation toward domains characterized by higher efficacy and intelligibility. The framework is presented as a theoretical and heuristic proposal rather than a completed explanatory theory. Possible operationalization, distinctions from existing psychological models, and future empirical directions are discussed.
