This paper argues that New Zealand's projected $3.9 billion in public sector back-office savings will not materialise without process standardisation completed at Level 4, the individual step level, across government agencies. Drawing on published government data, parliamentary reports, and international case studies including the United Kingdom's shared services failures, the paper describes the implementation blueprint required, the multi-tenancy architecture that protects agency data, the team composition that makes it work, and the eight accountability questions New Zealand's Parliament and public service leadership should be asking now.
