The Constructibility Program (OP6b–OP9) establishes a multi-layer theoretical framework for the degradation, collapse, and operational monitoring of complex information systems. We present the Constructibility Universality Principle (U1): the master synthesis underlying all four operational layers. U1 states that constructible systems approaching collapse are hypothesised to exhibit three universal phenomena — (i) precursor emergence (σ2↑, ρ↑), (ii) hazard acceleration (λh ~ |r|−ψh), and (iii) finite-size universal scaling (Ssurv(t,L;d) = Fd(t/Lz, r0L1/ν)) — independently of microscopic substrate. We formalise the dual-rate structure near criticality (λh → ∞, κ → 0), correct the lifetime exponent sign convention (E[T] ~ r0 −ψT), establish inter-component consistency via a shared critical scaling r−νz, and provide a derivation chain OP6b → U1. U1 is not a new result; it is the canonical distillation of OP6b–OP9 into a minimal master form. Each component carries an explicit formal status and an OP8 falsification target.
