HERA proposes a compatibility-first diagnostic framework for moisture assessment in historic buildings, suggesting essential interventions.
— EN — HERA (Historic Envelope Research Alliance) is a compatibility-first methodological framework for the hygrothermal diagnosis of historic building envelopes. Its starting point is the impossibility of differentiating, through visual inspection alone, the mechanisms that generate moisture in a historic building — capillary rise, interstitial condensation, rain infiltration and thermal bridging — which produce visually similar manifestations yet require fundamentally different interventions. Confusing them causes irreversible damage to historic fabric. The Romanian national methodology (Official Gazette 1,260/2022) requires identifying the causes of degradation prior to any energy-efficiency intervention and makes hygrothermal compatibility a mandatory criterion for technical authorisation, yet it does not define the instrument through which these requirements can be met consistently and reproducibly. HERA proposes that instrument: a diagnostic protocol structured in three progressive levels — rapid visual diagnosis (N1), instrumented field diagnosis (N2) and advanced diagnosis through institutional partnership (N3) — enabling identification and classification of the dominant hygrothermal mechanism and providing an evidentiary basis for the intervention decision. HERA is not a decision-making or product-prescribing tool but a diagnostic one, operationalising principles already established by the national methodology and by EN 16883. This document establishes the public, dated reference for the framework and its terminology.
