The enactment of the National Criminal Code marks a paradigm shift in Indonesia's penal system; today, the objectives of punishment serve as the guiding principle and orientation in imposing and carrying out criminal sentences. Amid the issue of prison overcrowding, the optimization of open prisons has become a crucial instrument for rehabilitation and social reintegration. This study aims, first, to analyze the implementation of inmate rehabilitation programs in Open Prisons in an effort to realize the objectives of criminal punishment. Second, to analyze strategies for inmate rehabilitation in Open Prisons in the future to realize the objectives of criminal punishment. The method used is socio-legal research through field studies at Open Prisons and Correctional Centers, employing qualitative legal analysis and comparison. The research findings indicate that the implementation of inmate rehabilitation programs at Open Prisons faces obstacles such as low inmate occupancy rates, insufficient community involvement in social reintegration, and suboptimal staff capacity and competence. Strengthening community involvement through social reintegration as a long-term rehabilitation strategy in Open Prisons is crucial; therefore, cross-sectoral coordination, access, and thorough planning are necessary.
