At current mortality levels in the United States, achievement of a stationary population implies a completed fertility of about two children per woman. This paper shows that elimination of “unwanted” births would make only a minor contribution to the needed decline in fertility and be difficult to accomplish. Explicit population policy is suggested, both to influence desired family size and counteract the potentially disorganizing effect of antinatalist forces.
