Research constructs an AI-enabled evaluation framework for low carbon-resilience in industrial parks, suggesting systematic improvements.
Industrial parks, as the core growth pole of China's national economy, contribute over 50% of industrial added value and occupy a pillar position in the industrial system. However, they are also major carbon emitters, with their total emissions accounting for a considerable proportion in the country. Currently, the "dual carbon" goal is being advanced, and the construction of zero-carbon parks is moving from sporadic pilot projects to a systematic promotion stage. However, traditional low-carbon park evaluation index systems mostly focus on "low carbon" dimensions such as carbon emission intensity and energy utilization efficiency, and pay insufficient attention to the "resilience" ability of the park to cope with extreme climates and energy efficiency fluctuations and other external shocks. This paper, from a new perspective of "low carbon - resilience" coordination, constructs an AI-enabled evaluation framework covering five dimensions: energy, industry, facilities, ecology, and digital and intelligent management, with 8 first-level indicators and 28 second-level indicators, and provides corresponding measurement methods and AI implementation paths, with the aim of providing reference for the scientific evaluation and precise policy-making of low-carbon parks.
