Inspired by the Qur'anic parable of Al-Baqarah (2:261) and the tillering physiology of wheat, this paper presents a structural framework for analyzing the Collatz conjecture based on a modular tree constructed from the Collatz function. The tree is built level by level, where each level partitions positive integers by their residue modulo 2ᵏ⁻¹, guaranteeing that every integer appears in the tree. We observe that the 3n+1 operation acts as a horizontal movement (same level), while the n/2 operation acts as a downward movement (decreases level). We introduce the Depth Principle as a heuristic mechanism, positing that the accumulated divisor s_t = sum v_2(3n_i+1) eventually overcomes the growth factor 3^t, ensuring descent. The branching distribution follows the Fibonacci sequence (1,2,3,5,8,13,21,34). While this framework offers a consistent structural organization of Collatz trajectories, it does not constitute a complete formal proof. The framework integrates scriptural metaphor, plant physiology, and number theory, offering a new perspective on a nine-decade-old open problem.
