Working paper examines a proactive safety observation framework tailored for the Colombian Aerospace Force, enhancing predictive management capabilities.
This Working Paper examines the role of operational observation programs as a proactive source of safety information within aviation safety management. Drawing upon internationally recognized frameworks such as the Line Operations Safety Audit (LOSA), Threat and Error Management (TEM), and Safety Management Systems (SMS), the study analyzes the evolution of safety data collection and proposes a Military Operational Safety Assessment (MOSA) framework tailored to the operational environment of the Colombian Aerospace Force. The proposed framework integrates operational observation into the institutional Safety Management System established by the Manual de Gestión de la Seguridad Operacional (MAGSO) and addresses key implementation elements, including observer qualifications, training requirements, information protection, and Just Culture principles. The paper contributes to the development of proactive and predictive safety management capabilities within military aviation by providing a structured approach for collecting and analyzing operational safety information during normal operations.
