Retrospective synthesis identifies a common structural failure in AI governance, suggesting critical oversight implications.
SI0001: Form Without Coupling: One Structural Failure Across Five Layers of AI Governance This paper is a retrospective synthesis. It identifies a single structural failure that runs through five separate Synthience Institute white papers (SI-WP-008 through SI-WP-012) and gives that failure a name: form without coupling. The pattern is this: a formal, auditable element of a system stays in place (a human reviewer, a person in the loop, a job, a senior seat, a control surface), while the connection that made that element actually do its work is quietly severed. Because the visible form remains, the failure does not announce itself. The system passes its audits and keeps its legitimacy while no longer producing the function its form implies. The paper maps this one event across five layers of AI governance and deployment: human oversight in high-consequence domains (008), the field-scale removal of human contribution under competitive pressure (009), the redefinition of labor-layer function (010), the failure of professions to reproduce the expertise their future depends on (011), and the voiding of real-time human control over fast autonomous loops (012). It distinguishes four distinct causal routes to the same outcome, so the diagnosis does not collapse into a single accusation of bad faith: a form can be hollow from the start, extracted under pressure, depleted while genuinely staffed, or structurally voided despite real human effort. The contribution is a name and a portable diagnostic question: is the function a given form represents still coupled to that form, or is the function only formally present while the coupling has been severed? The question does not forecast and does not prescribe. It tells a reader which kind of structure they are looking at, and therefore what the absence of an alarm does and does not mean. No claims about machine consciousness, sentience, agency, or inner experience are made; the analysis is strictly behavioral and structural. The synthesis is scoped to the SI-WP-008 through SI-WP-012 arc and makes no claim about the rest of the corpus.
