Empirical study examines factors influencing drainage construction in Hung Yen Province, suggesting integrated solutions for improvement.
In the context of climate change and rapid urbanization, developing urban drainage systems aligned with green urban development is an urgent requirement in Vietnam. Hung Yen Province faces major challenges in managing the construction of effective, sustainable, and environmentally friendly drainage systems. This study examines key factors influencing green-oriented drainage construction management and proposes integrated solutions, including improvements in institutional mechanisms, financial resources, technical and technological application, management and operation capacity, community participation, and ecological planning and design. A quantitative approach was applied through a questionnaire survey of 363 respondents comprising experts, state managers, practitioners, and residents. Data were analyzed using Cronbach’s alpha, exploratory factor analysis, confirmatory factor analysis, and structural equation modeling (SEM). The results show that environmental and social factors have the strongest influence, followed by institutional capacity, technical–technological factors, and drainage planning and design, while financial factors and management and operational capacity have lower but still significant effects, providing a basis for prioritizing management solutions.
