NRSCO v1.3 defines engineering specifications for coherence measurement across national systems, implying enhanced resilience evaluation.
The National Resilience & Seams Coherence Observatory (NRSCO) is the sovereign-scale observability layer of the Standard Coherence Fidelity Layer (SCFL) / Unified Coherence Modeling System (UCMS) architecture. NRSCO defines the measurement, monitoring, and early-warning functions required to assess coherence, drift, fragmentation, and recoverability across national-level cognitive, cultural, economic, infrastructural, healthcare, environmental, and informational systems. NRSCO does not perform control, intervention, or policy optimization; it provides the observability substrate upon which such decisions may be informed. Version 1.3 specifies the engineering requirements, invariance conditions, and dynamic-evolution interfaces necessary for coherent cross-domain measurement at sovereign scale. The document is organized as a two-layer architecture: SCFL (Volume I) defines the invariant, substrate-agnostic measurement geometry — the coherence vector K_D = (k₁, k₂, k₃), four invariance conditions (Representation, Scale, Substrate, Transformation), and fidelity thresholds derived from the Δ/Φ operator balance condition. UCMS (Volume II) defines the dynamic evolution layer operating on that geometry — modeling how coherence states evolve under internal pressures, external shocks, inter-domain coupling, and systemic feedback, with explicit precursor signal detection and coherence half-life (τ½) contraction dynamics. Annexes F–J provide worked examples of invariance demonstration, coupling matrix structure, evolution equation derivation, shock propagation, and precursor-to-half-life mapping. Each annex carries an explicit scope block distinguishing what NRSCO v1.3 does not claim from what it proposes. Falsification criteria are stated for both layers. NRSCO v1.3 is the central engineering reference for implementation, simulation, and extension of the SCFL/UCMS framework. It is complemented by two companion papers: Empirical Validation of the UCMS Operator Stack (DOI: 10.5281/zenodo.20644051) and Constitutive Geometry of Systemic Coherence, which supply the evidential and mathematical foundations on which this specification rests.
