he Optico-Hydrodynamical Vacuum (OHV) framework postulates that fundamental particles are topological defects with icosahedral symmetry (Ih, 120 elements) embedded in a viscous vacuum medium (eta = 0. 004182). We present the finalized mass quantization formula m = mₑ * q^ (-Delta N/120) with q = eta*sqrt (3) /pi, and demonstrate its predictive power across five Standard Model particles at sub-percent precision without any adjustable fitting parameters. The primary purpose of this document is to establish a timestamped, falsifiable record of the model's predictions. The "Blind Oracle" algorithm identifies five empty symmetry nodes in the high-energy resonance regime with no corresponding Particle Data Group (PDG) entries. Out-of-sample predictions for these empty nodes are: 1578. 8 +/- 23. 7 MeV, 1992. 6 +/- 29. 9 MeV, 2319. 2 +/- 34. 8 MeV, 2566. 2 +/- 38. 5 MeV, and 2782. 7 +/- 41. 7 MeV. These values are pre-registered herein for future experimental falsification.
