Organizations are deploying artificial intelligence (AI) and digital technologies faster than they are building the human capability required to govern and absorb them. The result is a growing class of transformation failures characterized not by technical inadequacy but by low trust, weak adoption, and inadequate human oversight. This paper introduces Human-Centric Technology Governance (HCTG™), a socio-technical governance framework that positions transformation success as a function of the alignment between two dimensions: Technology Deployment Maturity and Human Readiness Maturity.
