We synthesize the preceding two works: Paper I (Environmental Nuclear Shifts in AstrophysicalPlasmas) and Paper II (The X-Ray Silence of 3I/ATLAS), into a unified framework for interpretinganomalous interstellar objects. The combined formalism demonstrates that 3I/ATLAS cannot be astandard cometary body. The environmental nuclear shift is negligible (ϵ ∼ 10−³⁰), so no line shiftcan mask X-ray emission. The Zero-Photon Lemma (k = 0) establishes that no significant outgassing occurred. Therefore, the object is volatile-poor. We present a formal taxonomy of interstellar objects that distinguishes between canonical comets (Type I), volatile-poor bodies (Type II), and exotic objects (Type III). 3I/ATLAS is most consistent with Type II, though incomplete archival records motivate the introduction of a fourth category (Type IV: data void).
