Volume XLI‑I completes the observational program of the R-layer Mode Theory (RLMT). This work develops a unified and fully nonlinear reconstruction algorithm that maps observational datasets—including CMB anisotropies, large-scale structure, gravitational waves, high-energy neutrinos, and high-resolution X-ray spectroscopy—to the underlying information geometry encoded in the R-layer. We construct advanced nonlinear and nonlocal projection operators for each observational channel and demonstrate the reconstruction procedure through detailed case studies. The resulting observational constraints on the R-layer parameter space provide the empirical foundation for the nonlinear and effective-field-theory formulation developed in Volume LIV. This volume establishes the R-layer as an observationally accessible component of cosmology, completing the bridge between theory and data in the RLMT program.
