Framework proposes civilizational character diverges at technological saturation, suggesting new governance implications.
This paper introduces the Final Difference Framework, proposing that as civilizations advance, technological capability converges toward universal physical ceilings while civilizational character diverges along a second axis: the Meaning Layer. Drawing on universal physics, philosophy of mind, and civilizational theory, the paper argues that at the threshold of technological saturation the deepest distinctions between civilizations are no longer found in energy throughput, computational scale, or engineering mastery, but in the values they choose to optimize. The paper introduces the Capability Convergence Hypothesis; characterizes the Meaning Layer and its constitutive dimensions; develops a recursive model of the relationship between meaning and capability; and articulates the Final Difference Principle. Implications for the development of artificial intelligence, civilizational design, and long-horizon governance are discussed.
