This preprint presents a public structural proof-candidate article for the Riemann Hypothesis in the fixed Nyman--Beurling--Baez-Duarte Hilbert-space framework. The article proves the Hilbert-space structural reduction: monotonicity of the approximation defect, identification of the limiting defect, existence and canonical nature of a residual obstruction under failure of closure, dual separation, and the abstract closure implication from a finite collection of technical estimates A--E. The full technical verification of Estimates A--E is not contained in this public preprint and remains the subject of a technical companion manuscript and external mathematical review. The Riemann Hypothesis consequence stated in the article is therefore conditional on the validity of A--E in the fixed NBBD normalization.
